What is Lifeline Assistance?

Lifeline is a Federal program that reduces the phone bill for qualified low-income customer housholds by providing a subsidy paid for by the Universal Service Fund (USF).

Who is Qualified for Lifeline?

Qualification guidelines can vary slightly by state. On February 2, 2012, the Federal Communications Commission released it's Lifeline Reform Order which changed the qualifying criteria for many states. There is now a floor of eligibility requirements based on federal guidelines. Some states have opted to add more permissive eligibility criteria. If you're receiving some form of government assistance, chances are that you qualify.

Federal guidelines state that you must have a total household income of 135% of the Federal Poverty Guidelines or less, or that you currently participate in one or more of the following programs:

  • Medicaid
  • Federal Public Housing Assistance (known as Section 8)
  • Suppl Security Income (SSI)
  • Suppl Nutrition Assistance Program (known as SNAP, f.k.a. Food Stamps
  • National School Free Lunch Program
  • Low Income Energy Assistance Pgm for Home (LIHEAP)
  • Temporary Assistance for Needy Families ( known as TANF)
  • Bureau of Indian Affairs General Assistance
  • Tribally Administered Temporary Assistance for Needy Families (TTANF)
  • Food Distribution Program on Indian Reservations (FDPIR)
  • Head Start (after meeting income eligibility)
  • State assistance programs

What is Link-up?

Link-up is a government assistance program to reduce your telephone service activation cost. However, according to the Lifeline Reform Order released by the FCC, Link-up is no longer available to non-Tribal areas as of 4/1/2012.
