On February 2, 2012, the Federal Communications Commission (FCC) released a Lifeline Reform Order which affected the qualifying criteria in many states. There are now baseline eligibility requirements based on federal guidelines. Some states have opted to add more eligibility criteria. What is Link-up?
Link-up is a government program to reduce the cost of home phone service activation. However, according to the FCC's Lifeline Reform Order released on 2/6/2012, Link-up is no longer available to non-Tribal areas as of 4/1/2012.
